Symptoms:

On Release 12.0 in Production:
Users are unable to login into Oracle Applications in Arabic language.
Login input field area is displayed almost out of the browser window. Username and password fields are aligned to the left hand side .

EXPECTED BEHAVIOR
Expect username and password fields to be aligned correctly on the input page.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1.Access Oracle Applications login page in English language
2.Click on Arabic language button
3.Username and password input fields are aligned to the left hand side. It does
not show the complete text.

-- Business Impact:
The issue has the following business impact:
Due to this issue, users cannot login into Oracle Applications in Arabic language.

Solution:

Issue occurs when the following combination of profile options are set : 

Personalize Self-Service Defn / FND_CUSTOM_OA_DEFINTION = Yes 

FND: Personalization Region Link Enabled / FND_PERSONALIZATION_REGION_LINK_ENABLED = Minimal

To implement the solution, please execute the following steps:

If the system administrator chooses to display all personalization links, or turns off personalization, this is not reproducible. Please perform the steps below:
1.Set the profile options combinations as below:
Personalize Self-Service Defn to Yes 
FND: Personalization Region Link Enabled to No
OR 

Personalize Self-Service Defn to No 
FND: Personalization Region Link Enabled to Minimal 

OR 

Personalize Self-Service Defn to No 
FND: Personalization Region Link Enabled to Yes 

2. Bounce Apache.
3. Retest the issue.
