Problem: PLL compilation error after applying patch 9338767
On : 11.5.10.2 version, Installation and Configuration
After applying the Patch 9338767, pll compilation error occurs for the following pll's

PDE-PLI038 Cannot open file for use as a PL/SQL library.

Symptoms:
The issue can be reproduced at will with the following steps:
1. Apply patch 9338767
2. Try to compile get the pll compilation errors
Apply patch 9338767 to fix "an issue in iProcurement(FRM 40654 Error) which occurs when user tries to save a Requisition line containing spaces at the end of the free text (E.g Note to Agent) entered while creating requisition". Patch fails with PLL compilation errors.
Solution:
compilation error is due to the corruption
Open each PLL associated with the form one at a time from the forms builder to identify which PLL is causing the problem.
It worked after replacing this pll with a non-corrupted one from our instance.
