Solution:
1) Stop all the OPMN services and OEM of the Middle Tier of the cloned instance.
2) Open a command prompt in the cloned instance and execute the following command :
%ORACLE_HOME%\bin\addNewServerTarget.bat Report_server_Name
3) Start all the OPMN services and OEM of the Middle Tier of the cloned instance.
4) Now check and the Standalone Reports Server will be displayed in OEM.
